Zoe is a Senior Research Fellow and Consultant in the Department of Security and Crime Science, UCL. Prior to this she held postdoctoral roles for the Centre for Research and Evidence on Security Threats (CREST), on the project ‘Factors that deter threat actors and reconnaissance’, and the ERC GRIEVANCE project. Her research focuses on spatial decision making of terrorists and the behavioural underpinnings of extremism and terrorism.
Zoe’s current work involves the evaluation of risk assessment and management processes, developing the evidence base for risk and protective factors for violent extremist outcomes (with a particular interest in the effects of adverse childhood experiences), and evaluating situational crime prevention measures for counterterrorism. She has also worked in parallel areas including the development of a risk assessment framework for Cyber Prevent, and projects relating to domestic abuse, youth violence, the pathologically fixated, and insider threats.
Zoe has extensive research experience, with projects funded by a range of stakeholders including National Protective Security Authority, UK Home Office, National Counter Terrorism Security Office, Centre for Research and Evidence on Security Threats, Defence Science and Technology Laboratory, US Department of Homeland Security, European Commission, European Research Council, Council of Europe, National Counterterrorism Innovation Technology and Education Center (NCITE), Public Safety Canada, Youth Endowment Fund, and the Campbell Collaboration. She has published on topics such as target selection, the decision making of terrorists, spatial and temporal patterns of terrorist attacks, evaluation of counterterrorism initiatives, risk and protective factors for vulnerability to violent extremism, and risk assessment of individuals fixated on public figures.
