Zoe is a Research Fellow in the Department of Security and Crime Science at UCL. Her research focuses on spatial decision making of terrorists and the behavioural underpinnings of extremism and terrorism. Zoe’s current work involves the evaluation of risk assessment and management processes, developing the evidence base for risk and protective factors for violent extremist outcomes, and evaluating situational crime prevention measures for counterterrorism. She has also worked in parallel areas including the development of the CORA risk assessment framework for Cyber Prevent, and projects relating to domestic abuse and insider threats. Zoe’s projects have been funded by a range of stakeholders including National Protective Security Authority, UK Home Office, National Counter Terrorism Security Office, Centre for Research and Evidence on Security Threats, Defence Science and Technology Laboratory, US Department of Homeland Security, European Commission, European Research Council, Council of Europe, National Counterterrorism Innovation Technology and Education Center (NCITE), Public Safety Canada, Youth Evaluation Fund, and the Campbell Collaboration. She has published on topics such as target selection, the decision making of terrorists, spatial and temporal patterns of terrorist attacks, evaluation of counterterrorism initiatives, risk and protective profiles for vulnerability to violent extremism, and risk assessment of fixated individuals.
